About Andrew Turley
Andrew Turley, president of Phoenix Valuations, has been an appraiser in the Phoenix Metropolitan Area for more than 20 years. He has appraised and consulted on the seven highest assessed and highest valued residential properties in Arizona. He also appraised the record highest sale in Arizona valued at $28,100,000 and the highest residential assessed home ever reported. Andrew Turley received a B.A. degree from Arizona State University, and he also has extensive education in valuation methodology, appraisal topics, market valuation metrics, and appraisal guidelines.
In 2017, Andrew Turley was recognized by a top tier national appraisal management company as one of twenty preferred complex property appraisers in the U.S. Andrew Turley is an active and proud member of the American Guild of Appraisers (AGA) and Relocation and Complex Assignments (RAC).
He is involved in promoting higher service level standards, credibility, and transparency of the professional real estate valuation industry. Andrew is also a member at several regional and national quantitative market data reporting agencies and strive to procure valuation reports that provide both qualitative and statistically quantitative support in a balanced and cogently reconciled opinion of value.
For five years, Andrew directed, managed, and recruited, a national fraud and loss mitigation review project with a team of more than 30 appraisers for the third largest national banking institution. Andrew Turley has also provided expert witness legal testimony admitted into the Federal Bankruptcy Courts and with standards adhering specifically to international appraisal guidelines outside the scope of U.S. domestic appraisal guidelines and definitions. A Federal Bankruptcy Judge on record with regards to a multi-million-dollar lawsuit commented on Andrew Turley’s testimony, "What this trial has reminded me, is what an academic discipline appraisal is. It is [appraisal] in large part academic. I found Mr. Turley's appraisal and testimony to be highly academic. I don't know if I've ever heard [the term]'forensic' in an appraisal before [as Mr. Turley testified]."
